I just had a major aha! aaah! moment.

Cancel is to sender as Refund is to recipient.

Buyer/Sender performs the cancel payment transactions, while refunds are initiated by the seller/recipient.

The Sender/Buyer can cancel Unclaimed Payments. A 'Cancel' button, if applicable, should appear in the 'Action' column for the payment. 'Completed' payments can no longer be cancelled, but the buyer/sender can contact the seller/recipient to arrange a refund.
